Special Envoy Steve Witkoff received orders to travel to Moscow for discussions with President Putin, while Army Secretary Dan Driscoll transitioned from Russian contacts to meetings with Ukrainian officials. The coordinated diplomatic efforts aim to resolve remaining disagreements in what the administration characterizes as a substantially refined peace framework.
Trump claimed significant progress on refining proposals initially drafted by the United States. According to the president, only a few points of disagreement remain between the conflicting parties, though these involve sensitive core issues including territorial questions and security arrangements.
The original 28-point plan drew sharp criticism from Kyiv and European capitals, requiring multiple rounds of revision. Subsequent negotiating sessions have produced modifications that administration officials claim address many concerns raised by Ukraine and its European allies.
