While President Donald Trump has admitted that security guarantees for Ukraine are “not even finalized,” the roles of the key international players are beginning to take shape according to his administration’s vision.
This vision was detailed after Trump spoke with Russian President Vladimir Putin by phone, a call that followed an August 18 summit with Ukrainian President Volodymyr Zelensky and European leaders.
According to Trump, the emerging framework places the primary responsibility on European nations. He has stated that the United States will be involved, but in a supportive “backup” capacity.
This work on a security framework is being conducted as the U.S. and Russia also discuss longer-term issues. Trump revealed that an August 15 meeting in Alaska with Putin included a conversation about post-conflict nuclear arms reduction.
