Meta Under Fire for Rushed Moderation Changes and Lax Response to Hate Speech During UK Riots

Meta, the parent company of Facebook and Instagram, has come under sharp criticism from its independent oversight board for implementing major content moderation changes without adequate consideration of human rights impacts. The board described the January 2025 policy overhaul—which included cutting U.S. fact-checking teams and promoting more political content—as “hasty” and lacking proper due diligence.
The oversight board emphasized that Meta failed to assess potential global repercussions, especially in regions experiencing crises. “These changes were announced abruptly and with no evidence of prior human rights assessments,” the board stated, urging Meta to align with United Nations principles on business and human rights.
Compounding the concerns, Meta was also reprimanded for its delayed response during the UK riots following the Southport tragedy in July 2024. Violent and inflammatory posts remained online for days, including anti-Muslim rhetoric and AI-generated images glorifying hate. The oversight board noted these posts posed an imminent risk of harm and should have been removed far earlier.
Meta’s crisis response was activated only after riots had already spread, with the UK designated a high-risk zone on August 6 — nearly a week too late. Despite eventually removing the posts and launching a taskforce, the board said Meta’s slow reaction allowed harmful content to circulate unchecked.
Additionally, the board raised alarm over new policy interpretations that permit users to generalize harmful behaviors to entire protected groups, potentially increasing discrimination based on religion, race, or immigration status.
Meta now has 60 days to respond to the board’s recommendations, which include evaluating the effectiveness of community moderation tools and ensuring that future policy updates safeguard the rights of vulnerable populations.
