Moscow Sets Terms While Trump Administration Pushes Peace Initiative

The diplomatic effort to end the Ukraine conflict has reached a critical juncture as Vladimir Putin expressed qualified acceptance of Donald Trump’s peace initiative while imposing conditions that create significant obstacles to achieving a settlement. The Russian president confirmed at a press conference in Kyrgyzstan that Moscow received a version of the American-backed proposal and suggested it could potentially serve as a basis for negotiations.
Putin’s conditional support came with demands that may prove insurmountable for Ukrainian leaders. He explicitly stated that Ukrainian armed forces must fully withdraw from all territories they currently hold before fighting can stop, presenting this as a fundamental requirement. The Russian leader backed this ultimatum with threats of indefinite military action, warning that Russia would achieve its objectives by armed means if Ukraine refuses to retreat.
The Russian president also challenged the validity of potential agreements and demanded international recognition of territorial changes. Putin argued that signing any deal with Zelensky’s administration would be legally invalid because the Ukrainian president has remained in office beyond his electoral term without conducting new elections, though this results from wartime restrictions. Moscow also seeks formal global acknowledgment of its territorial acquisitions in Ukraine.
Trump’s peace proposal has evolved significantly from initial versions that faced harsh criticism for overwhelmingly favoring Russian positions. Early drafts reportedly demanded Ukraine surrender Donbas, recognize Russian sovereignty over Crimea, substantially reduce military capabilities, prohibit foreign forces and long-range weapons, and permanently forgo NATO membership. After diplomatic pressure from European allies and Ukrainian officials, the framework was refined from 28 provisions to 19 points.
Ukrainian President Zelensky faces mounting pressure from multiple directions as the conflict’s devastating impact continues. He has acknowledged the strain by noting that “even the strongest metal can break,” while describing the peace terms as potentially forcing a choice between national dignity and maintaining crucial American support. Ukrainian officials have indicated conditional willingness to engage with the revised proposal, though fundamental disagreements about territorial integrity remain. Meanwhile, continued Russian drone strikes on residential areas in Zaporizhzhia serve as harsh reminders that diplomatic progress has not translated into reduced violence.
